1 – Introduction

1.1 This championship will be held in accordance with these sporting regulations and the supplementary regulations issued for each race.

1.2 These regulations have been issued in both Arabic and English.

1.3 In case of any dispute regarding their interpretation, the Saudi Automobile and Motorcycle Federation will have the final say.

1.4 These regulations are considered the official text.

1.5 The “Abdullah Salem Mohammed Bakhshab Sports Est, – Bakhshab Motor Sports” will be referred to as “the Organizer” hereafter.

2 – Organization

2.1 The Abdullah Salem Mohammed Bakhshab Sports Foundation, or its authorized delegate, is the sole organizer of this event.
2.2 The Abdullah Salem Mohammed Bakhshab Sports Foundation will organize the Nissan Tat3ees Championship, with details as outlined in sections 3 & 4.
2.3 The organizing committee for each race will be appointed by the Abdullah Salem Mohammed Bakhshab Sports Foundation and will be listed in the supplementary regulations for the race.

3 – Championship Rounds

3.1 The championship consists of three (3) separate races and one King’s Cup race.

3.2 Each race comprises 4 rounds, divided as follows:

3.2.1 Two non-scored practice rounds.

3.2.2 Two or three timed rounds, from which the sum of the best two times will be calculated.

3.3 Schedule Changes, Additions, or Cancellations:

3.3.1 The Organizer reserves the right to change the date of any race, provided that the announcement is made at least seven (7) days before the scheduled start.

3.3.2 The Organizer reserves the right to add a race not mentioned in Section 3.1, provided that it is announced at least fifteen (15) days before the start.

3.3.3 The Organizer reserves the right to cancel any race listed in section 3.1 due to force majeure circumstances, provided that the cancellation is announced before the scheduled start.

4 – Qualification

4.1 The qualifiers from each race are as follows:

4.1.1 The champions of the top three positions in the overall classification.

4.1.2 The round champion of the 4-cylinder modified class.

4.1.3 The round champion of the 6-cylinder modified class.

4.1.4 The round champion of the 8-cylinder modified class.

4.1.5 The round champion of the 4-cylinder stock (from the factory) class.

4.1.6 The round champion of the 6-cylinder stock (from the factory) class.

4.1.7 The round champion of the 8-cylinder stock (from the factory) class.

4.1.8 The round champion of the ladies’ class.

4.1.9 The round champion of the ladies’ under-25 class.

4.1.10 The champion of the UTV class for engines 1000cc or more.

4.1.11 The champion of the UTV class for engines 999cc or less.

4.1.12 The champion of the ATV class for engines larger than 450cc.

4.1.13 The champion of the ATV class for engines less than 450cc.

4.1.14 The champion of the motorcycle class for engines larger than 250cc.

4.1.15 The champion of the motorcycle class for engines less than 250cc.

4.2 For the stock (“from the factory”) class, the car’s engine and transmission must be from the same model originally produced for the car. Otherwise, the vehicle will be reclassified into the modified categories.

4.3 A modified class vehicle is any vehicle that has had modifications made to its engine or transmission.

4.4 If a driver competes in any of the championship races in a specific vehicle class and qualifies for the King’s Cup round, they are not permitted to change their vehicle’s class.

4.5 If a tie occurs between two or more drivers in a race result, the following method will be used to determine the winner:

4.5.1 The number of first-place wins. If the number is equal, the number of second-place wins will be counted, and so on, based on the final classification of each race, taking into account only the races in which they participated.

4.5.2 The best positions achieved by the tied drivers in the final results of the championship races.

4.5.3 If the tie persists, Stewards will make the final decision.

5 – Participation

5.1 Participation in the Nissan Tat3ees Championship is open to both Saudi and non-Saudi competitors.

5.2 Saudi competitors wishing to participate must have a valid:

5.2.1 A driving license issued by the Traffic Directorate.

5.2.2 Racing license issued by the Saudi Automobile and Motorcycle Federation.

5.3 Non-Saudi competitors must present:

5.3.1 A valid racing license issued by their National Automobile Sport Authority or the body responsible for motorsport in their country. They must also provide a letter of non-objection to participate in the format deemed appropriate by their authority, in accordance with the regulations of the Fédération Internationale de l’Automobile (FIA).

5.4 Each competitor is entitled to participate in one car per race.

5.5 More than one competitor is not allowed to participate in the same car.

5.6 The maximum/minimum number of competitors in any race will be determined by the Organizing Committee and specified in the supplementary regulations for that race.

5.7 All competitors must demonstrate sportsmanship and appropriate conduct and follow these regulations, or face penalties as stipulated in Article 16.1.1 below and as decided by the Stewards for that race, in addition to any penalties determined by the Organizer.

6 – Registration Forms, Fees, and Insurance

6.1 A participation application, signed by the competitor or a designated representative in the presence of an organizer official, must be submitted during the registration period as stated in the supplementary regulations for each race. The application must include a valid racing license and any applicable registration fees.

6.2 The Organizing Committee reserves the right to accept or refuse any application without providing a reason.

6.3 Registration and insurance fees will be announced in the supplementary regulations for each race.

6.4 Insurance does not cover any damage to the competitor or their vehicle. Each competitor is responsible for arranging their own personal and vehicle insurance.

6.5 An application will not be accepted if:

6.5.1 The information on the application form, including the race car’s details, is incomplete or incorrect.

6.5.2 The full registration and insurance fees have not been paid.

6.5.3 All required documents have not been submitted with the application.

6.6 Registration fees cover:

Race numbers 4
Optional advertisements 2
Maintenance car entry pass (if space is available) 1

 

6.7 Fees will be refunded if:

6.7.1 The race is canceled.

6.7.2 The Organizing Committee rejects the application.

6.8 The driver cannot be replaced after the registration closing date.

7 – Race, Start Numbers, and Advertisements

7.1 Race numbers will be assigned and distributed as deemed appropriate by the Organizing Committee after registration closes.

7.2 The competitor is responsible for maintaining the number plates and ensuring they are correctly affixed to the race car in the designated location for each race.

7.3 If a competitor requires an additional set of number plates to replace lost or damaged ones, they will be charged a fee of 250 SAR, payable upon request.

7.4 If any of the plates are lost before or during the race, the competitor will be subject to the penalty stipulated in section 16.1.2.

7.5 The designated locations for race number plates and the optional advertisement plates provided by the organizers must be adhered to as shown in the diagram.

7.5.1 All competitors must place the optional advertisement plates provided by the organizers on their vehicles in the designated location.

7.5.2 A competitor may refuse the optional advertisement plates by paying an additional fee equal to double the race’s registration fee.

7.6 Starting Order:

7.6.1 The Race Director will determine the starting order individually, and no protest will be accepted.

7.7 Advertisements:

7.7.1 Competitors are permitted to place advertisements on their racing gear, equipment, and vehicles, provided they:

7.7.2 Do not conflict with any local laws, regulations, or “FIA” instructions.

7.7.3 They are not related to tobacco or alcohol products.

7.7.4 Do not cause any offense.

7.7.5 Are not political, religious, or ethnic in nature.

7.7.6 Do not encroach on the space designated for race numbers or optional advertisement plates.

7.7.7 Do not obstruct the driver’s view through the front, rear, or side windows.

7.7.8 Comply with the provisions of Article 10.6.2 of the International Sporting Code.

8 – Supplementary Regulations

8.1 The Abdullah Salem Mohammed Bakhshab Sports Foundation will issue supplementary regulations for each race. These will include all relevant information regarding the timetable, practice sessions, organization, organizing committee, race officials, race location, maximum/minimum number of participating vehicles, and other details.

8.2 Any amendments or additions to a race’s regulations will be announced via official numbered, dated, and signed bulletins, which will then become an integral part of the supplementary regulations.

8.3 Bulletins will be issued by:

8.3.1 The Organizing Committee up until the start of the administrative scrutineering or technical inspection (whichever comes first).

8.3.2 The Stewards or the Race Director, with the approval of the Stewards, may make decisions during the race.

8.4 The competitor or their representative must obtain a copy of the bulletin and sign its receipt, or it may be sent electronically, after which the competitor will be considered duly informed.

9 – Administrative Scrutineering

9.1 The driver or their authorized representative must be present during the administrative scrutineering and technical inspection.

9.2 All valid documents for the driver and the participating vehicle must be presented to the administrative scrutineer.

9.3 In the event of late arrival at administrative scrutineering without official permission, the competitor will be fined as per section 16.1.3, unless the competitor provides a written explanation for their absence due to a force majeure circumstance.

9.4 In the event of a failure to attend administrative scrutineering without official permission, the competitor will be disqualified as per section 16.1.4, unless the competitor provides a written explanation for their absence due to a force majeure circumstance.

10 – Technical Inspection

10.1 All vehicles are subject to a comprehensive technical inspection before the race starts.

10.2 The technical inspection form must be fully completed and signed by the competitor or their authorized representative. This form must be presented to the technical inspector when the race car is brought to the inspection site. The competitor assumes full responsibility for the information on the form both before and after the inspection.

10.3 After successfully passing the technical inspection, all vehicle details, including the assigned class, will be recorded, and the form will be signed by the Chief Technical Scrutineer.

10.4 The signed technical inspection form will be retained by the Chief Technical Scrutineer.

10.5 If any modification is made to the vehicle after the technical inspection is completed, the competitor or their representative must notify the Organizing Committee in writing of the modifications so that the necessary actions can be taken.

10.6 On race day, if it is discovered that the car has undergone modifications that violate the technical document from the inspection and the process in section 10.5 was not followed, the penalty outlined in Article 16.1.5 will be applied.

10.7 The competitor’s safety equipment and clothing, as listed below, must be presented during the technical inspection. Failure to present any item will subject the competitor to the penalty mentioned in section 16.1.6.

10.7.1 An FIA-approved helmet with a valid and current certification.

10.7.2 An FIA or CIK-classified or expired-classification suit.

10.7.3 An FIA-classified or expired-classification balaclava.

10.7.4 Classified top and bottom underwear is mandatory for all modified car classes.

10.7.5 Classified or expired-classification gloves.

10.7.6 Classified or expired-classification socks.

10.7.7 Classified or expired-classification shoes.

10.7.8 If any of the items listed in section 10.7 are replaced, the competitor must inform the Chief Technical Scrutineer and present the replacement items for inspection before the race start time.

10.7.9 Technical scrutineers have the right to conduct random inspections of race cars and drivers’ clothing and equipment at any time on race day. Any violations found will be reported to the Stewards.

10.7.10 All racing clothing and safety equipment must be classified according to FIA rules and regulations, whether the classification is current or expired by no more than three (3) years from the expiration date, except the helmet, which must have a valid and current classification.

10.7.11 A competitor may be exempted from these conditions as deemed appropriate by the Organizing Committee or the Race Director.

10.7.12 There will be no change to vehicle classes after the start list is announced, except by a decision from the Race Director and a recommendation from the Chief Technical Scrutineer.

10.7.13 A vehicle may be replaced after the registration closing date and before the technical inspection, provided the replacement vehicle is in the same class and with the approval of the Race Director.

10.7.14 If a competitor requests a postponement of their vehicle’s technical inspection, they must submit a written request to the Race Director explaining the reasons and pay the inspection postponement fee as outlined in section 16.1.3.

10.7.15 In the event of late arrival at the technical inspection without official permission, the competitor will be fined as per section 16.1.3.

11 – Race Proceedings

11.1 Medical Examination:

11.1.1 The Organizing Committee reserves the right to conduct a medical examination on any competitor during any round to ensure they have not consumed any alcoholic beverages, narcotic drugs, stimulants, or any other substances prohibited by the “FIA” or “WADA.”

11.1.2 Stewards will randomly select the names of the competitors to be tested.

11.1.3 If any traces of the substances mentioned in section 11.1.1 are found, or if any competitor refuses to undergo the medical examination, the penalty stipulated in section 16.1.7 will be applied.

11.2 Before the Race:

11.2.1 Practice sessions on the course will be conducted according to the timetable and conditions specified in the supplementary regulations for that race. Any deviation will subject the driver to a penalty determined by Stewards, as per section 16.1.8.

11.3 The Racecourse:

11.3.1 The competitor must follow the designated racecourse without any changes. A vehicle’s deviation from the designated course during the race will be considered a “wrong path,” and it’s time for that round will be invalidated. This is considered a “Did Not Finish” (DNF).

11.3.2 Any materials used to define the racecourse (cones, barriers, tires, or any other materials) are considered part of the course.

11.4 During the Race:

11.4.1 While racing on the course, if any part of the vehicle touches any of the course-defining materials mentioned in section 11.3.2, it will be considered a violation. The competitor will be penalized with a time penalty as stipulated in section 16.1.9, which will be added to their time after the round concludes. This penalty will be applied for each repeated violation.

11.4.2 If a driver is stopped due to an organizer’s error, they will be allowed to return to the service area for a quick check of their car (not exceeding 15 minutes) and refuel before returning to the temporary starting grid. This is permitted only if the driver has completed more than 10% of the course. If the designated service time is exceeded, the driver will forfeit their round. If the driver has completed less than 10% of the course, they must return to the starting area immediately and restart their round as per the Race Director’s instructions.

11.4.3 Every driver must wear their racing suit and fasten their seatbelt during the race or face disqualification.

11.4.4 Race cars will be directed to the fuel station, then to the temporary grid, and finally to the start area. The driver must drive the car themselves according to the announced starting order. Any driver not ready to join their group within two (2) minutes of being called will lose their right to participate in that round, as per Article 16.1.10.

11.4.5 The competitor must start within twenty (20) seconds of the start signal. Failure to do so will subject them to the penalty outlined in section 16.1.11.

11.4.6 The start is a standing start.

11.4.7 After a competitor completes their round, they must slow down and drive immediately to the service area. If they stop after the finish line or continue on the racecourse, they will be subject to the penalty stipulated in section 16.1.12.

11.4.8 The red flag will be used by marshals at the Race Director’s command in the following situations. Drivers must stop immediately in their current location or face the penalty outlined in section 16.1.13:

11.4.8.1 Taking a wrong path.

11.4.8.2 Unsafe conduct by the competitor.

11.4.8.3 Technical failure in the vehicle affects the race.

11.4.8.4 A hazard on the track.

11.4.8.5 As deemed appropriate by the Race Director.

12 – Timing and Results

12.1 Timing:

12.1.1 Each vehicle will be automatically timed using specialized race timing equipment.

12.1.2 Time penalties will be added to the driver’s time for each round individually after its completion.

12.1.3 Drivers are permitted to submit a written inquiry to view their personal recorded times only.

12.2 Results:

12.2.1 The final result will be based on the sum of the competitor’s best two recorded times from the rounds held in a single race.

12.3 Tie-Breaker:

12.3.1 The competitor who achieved the lowest time first will be given priority. For example, if one competitor achieved their lowest time in the first round while the tied competitor achieved theirs in the second round, the former will be ranked higher.

12.3.2 If the tie persists, Stewards will make the final decision.

13 – Additional Instructions

13.1 Smoking is strictly prohibited within the paddock, temporary holding area, and fueling station. Violators will face the penalty outlined in section 16.1.14.

13.2 Speeds Outside the Racecourse:

13.2.1 The maximum speed within the paddock is 5 km/h.

13.2.2 The maximum speed from the paddock to the fueling station and from there to the parc fermé is 25 km/h.

13.2.3 The maximum speed after completing a race round and returning to the paddock area is 25 km/h.

13.2.4 Any violation of these speed limits will result in the application of the penalty in section 16.1.12.

13.3 Fueling:

13.3.1 All competitors must use the designated fueling area at the race site. Violations will result in the penalty outlined in section 16.1.15.

13.3.2 All competitors must store their fuel in sealed, specialized fuel containers clearly marked with the competitor’s name and number. Failure to do so will result in them not being allowed to refuel.

13.4 Fueling Procedures:

13.4.1 Only two crew members are permitted to refuel the car and may not perform any other tasks in this area.

13.4.2 The car engine must be switched off before refueling.

13.4.3 The driver must be out of the car during fueling.

13.5 No maintenance or modifications are permitted outside the paddock. Violators will face the penalty outlined in section 16.1.16.

13.6 In the event of a car breakdown after leaving the paddock, the driver must request a technical scrutineer and inform them of the problem. The scrutineer will assess the car’s condition and inform the Race Director of their recommendation, who will then issue a final decision.

13.7 All drivers must adhere to the paddock closing time on race day. Late arrival may result in a penalty up to disqualification, as per section 16.1.17.

13.8 Testing the race car inside or outside the paddock is strictly prohibited. Violators will face the penalty in section 16.1.18.

13.9 No driver may leave the paddock without the Race Director’s permission until after the race is over and the final results are announced. Violators will face the penalty outlined in section 16.1.18.

13.10 No competitor may enter the operations and results room without the Race Director’s approval for any reason. Violators will face the penalty stipulated in section 16.1.19.

13.11 No team member is allowed to enter the temporary holding area for any reason. Violators will face the penalty stipulated in section 16.1.20.

13.12 If the race is canceled due to force majeure circumstances, the Organizer reserves the right to make an appropriate decision on how to calculate or cancel the results.

14 – Prizes and Trophies

14.1 Trophies will be awarded as follows:

14.1.1 To the top three (3) positions in the overall classification.

14.1.2 To the first-place winner in each class, provided there are at least two (2) competitors in that class.

14.1.3 To the first-place winner in the ladies’ class.

14.1.4 To the first-place winner in the ladies’ under-25 class.

14.2 The Organizing Committee reserves the right to award additional trophies as it deems appropriate.

14.3 All competitors must be present in their official racing suits during the trophy ceremony.

14.4 If any of the winning drivers are not present at the trophy ceremony after the race without a written excuse due to a force majeure circumstance, they will be disqualified and their results will be voided, as per section 16.1.21.

14.5 The Organizer will announce any monetary prizes, if applicable, through special announcements.

15 – Protests and Appeals

15.1 Protests:

15.1.1 A protest must be submitted in writing by the competitor personally. It should be addressed to the Head of the Stewards and handed over to the Competitor Relations Officer, along with a cash protest fee of 2000 SAR. This fee is non-refundable if the protest is found to be baseless.

15.1.2 When submitting a protest, the competitor must:

15.1.3 Specify the relevant articles and/or sections of the General or Supplementary Regulations of the championship.

15.1.4 Explain the subject of the protest.

15.1.5 Identify the party against whom the protest is made.

15.1.6 Unacceptable Protests:

15.1.6.1 A single protest against more than one competitor.

15.1.6.2 A protest submitted by more than one competitor.

15.1.6.3 A protest against an entire vehicle.

15.1.6.4 A single protest against more than one part of a vehicle.

15.1.6.5 A protest against recorded times.

15.1.6.6 A protest against the decisions of Event Stewards issued during the performance of their duties.

15.1.6.7 A protest against the decisions of the Stewards.

15.1.7 Protests must be submitted within thirty (30) minutes of the preliminary results being announced.

 

15.2 Appeals:

15.2.1 A competitor has the right to appeal certain decisions of the Stewards to the Saudi Automobile and Motorcycle Federation, in accordance with the provisions of Article 15 of the “FIA” International Sporting Code.

15.2.2 The competitor must notify the Stewards in writing, through the Competitor Relations Officer, of their intention to appeal the decision within one hour of its issuance.

15.2.3 The appeal must be submitted within 96 hours of notifying Stewards of the intent to appeal.

15.2.4 An appeal fee of 6000 SAR must be submitted with the appeal. If the fee is not paid, the competitor’s participation in any race will be suspended until the amount is paid.

15.2.5 The appeal fee will not be refunded if the appeal is rejected or withdrawn by the appellant.

15.2.6 In addition to the above, if it is found that the appellant acted in bad faith, the Organizer has the right to impose additional penalties.

16 – Violations and Penalties

16.1 List of Violations and Penalties (see table at the end of this document).

16.2 Any financial penalties must be paid to the Competitor Relations Officer within 48 hours of the competitor being notified.

16.3 The Stewards and the Organizing Committee reserve the right to impose other penalties not mentioned in section 16.1, based on the recommendation of the Race Director.

17 – Regulation Amendments

17.1 The Organizer reserves the right to amend or change these regulations as it deems necessary and appropriate.
